The stretch band sits behind, with the front left flat. That keeps a clean line under a tucked top while still letting the waist move.
28.7 inches at XL and 29.5 by 3XL. That reads at the knee on most and a little below on a shorter frame.
They run down the front but do not open, so the skirt goes on through the waistband rather than unfastening.
