The elastic sets the range and the drawstring closes it further. This is the only skirt here where the waist can be pulled tighter than the smallest figure on the chart.
The flare comes from stacked tiers, which is why the hem moves the way it does. It also puts the fabric weight in bands rather than spreading it evenly.
