The waist has both an elastic band and a drawstring, so the 33.1 to 37 inch span at XL can be pulled tighter than the bottom of that range. That is a different mechanism to the pull on elastic skirts elsewhere here.
The chart prints 63 inches at XL, 66.9 at 2XL and 70.9 at 3XL with no range. That reads as a finished garment measurement rather than a body measurement, which means it is the maximum the skirt gives you.
