L/XL covers 28 to 47 inches, 2XL/3XL covers 32 to 54, and 4XL/5XL covers 35 to 60. A 40 inch waist falls inside all three. Where that happens the smaller size gives a firmer hold and the larger one more room at the clips.
Even the narrowest band covers nineteen inches of waist. That is a great deal of stretch to ask of one garment, and the 4.1 rating is worth reading with that in mind.
Two front and two back is the standard four strap layout. The six strap belt elsewhere in this section spreads the pull further, which matters more under a heavy stocking top than a light one.
